With reference to your notes of
the 11th of February, and the 3rd of
March, reporting the receipt of mails
which had apparently been tampered with
in transit, I have the honour to inform
you that in view of the fact that there is
a possibility that the mails proceeding
by the Siberian route may be tampered
with while in transit, I consider it
advisable that the practice of sending
mails by that route should be abandoned
during the war.
